Montenegro Strengthens Its Position in the Tourism Market: Increase in Bookings and Expansion of Air Traffic

Montenegro has started 2025 with positive results in tourism. According to the National Tourism Organization of Montenegro (NTOCG), as of April 17, there were 32,203 tourists in the country, which is 7.36% more than in the same period last year. This growth confirms Montenegro’s growing popularity among travelers, especially from neighboring countries, as well as Germany, Turkey, Israel, France and the United Kingdom.

To take advantage of this positive trend, Montenegro is implementing a number of important measures:

  • A temporary visa-free regime has been introduced for citizens of Armenia, Kazakhstan, Egypt, Uzbekistan and holders of valid residence permits in the UAE, which is valid from March to November 2025.
  • Air travel is expanding: Vueling is launching flights from Barcelona to Tivat three times a week, and Gulf Air opens new routes between Bahrain and Athens, indirectly facilitating access to Montenegro.
  • Measures are being taken to improve tourism infrastructure, including digitalization, support for rural and MICE tourism, and financing through public competitions.

These steps are aimed at increasing the country’s accessibility and attractiveness for international tourists.

Despite positive trends, the tourism industry in Montenegro faces a number of challenges:

  • Delays in preparation for the summer season due to unfinished infrastructure projects and unresolved issues from last year.
  • Problems with uncollected garbage and illegal dumping on some beaches.
  • Rising beach rental rates, which may impact the quality of service.
  • Concerns among operators regarding sustainable tourism development.

However, the combination of picturesque nature, rich historical heritage and gradually developing infrastructure continues to attract tourists and creates good opportunities for further growth.
