Customs regulations
The code of laws on the procedure for crossing the border in the country is European. The last changes in the documents were in 2013, after that there were no new rules. There is a preferential control program for tourists. It is done at the airports of Tivat or Podgorica. Travelers without declared values pass through the green zone, the red one is needed to fill out the documentation.
Codes of rules that describe the rules for the export of alcohol or products from Montenegro:

This information is useful for travelers to prevent inadvertently breaking the law or regulations when filling out a declaration. But you need to study the national mentality for full communication with the local population.
What can be entered into Montenegro without duty
For tourists, you need to know whether it is possible to withdraw food or alcoholic beverages from Montenegro. These are popular categories of souvenirs. After them come textiles and crafts. Jewelry and religious products are allowed to be exported from the country. There are separate import rules.
The following things and items are allowed to be transported without payment of duty:
- Currency, the amount of which is equivalent to 2000 euros. For amounts of 2000-10000 €, proof of origin is not required. If the funds are greater than the limit, the information is transferred to the regulatory authorities.
- Twenty packs of cigarettes or 250 grams of tobacco products per adult tourist.
- One liter of alcoholic beverages from 40° or two liters of beer.
Items for personal use, up to two items each. - Medicines for treatment lasting up to six months. A doctor’s note is required.
Weapons and ammunition are only allowed for hunting or sport. Permission is issued in advance, the characteristics of weapons and ammunition must comply with the requirements of the country.
Export from Montenegro, what is possible
The list of things allowed for export from Montenegro is posted on the website of the border service. It is forbidden to transport weapons, narcotic drugs, explosive compositions. You can put souvenirs, alcoholic or food products in your luggage. Drinks are not carried on the plane.
Is it possible to export fresh products from Montenegro – meat, vegetables? This is allowed, but in sealed packaging. The following categories are allowed for transportation:
- things brought into the country earlier;
- alcohol and tobacco products, the volume of which does not exceed the entry limits;
- you can find out the norms for the export of icons or other religious products from Montenegro at customs;
- plants and animals only with a valid certificate.
You can not export raw gold or other precious metals, objects and art. For plants, they make an examination on phytocontrol. To pay customs duty, you need to prepare cash. Transfer from a bank card is not accepted.
Is it possible to export medicines needed for treatment from Montenegro? They should not be classified as narcotic, the volume is checked.
VAT refund
According to the laws of the country, it is possible to refund VAT on goods purchased in Montenegro. This does not apply to services and meals. To receive, you need to prepare checks, fill out documents and reports. This is done in advance so that there are no difficulties during departure.
Procedure and rules for VAT refund:
- the cost of an individual item is more than 1000 Euros;
- no more than three months have passed since the date of purchase;
- the seller filled out the PDV-PP form.
The refund will be in cash, after checking the documents. It is checked whether the declared product can be exported from Montenegro. Independent travel by car – payment of an additional fee of 10 Euros. The sticker is valid for 11 months.
